All Ballot by Mail Applications EXPIRE each year on December 31st. Please reapply after January 1st to continue to receive mail-in ballots.

AM I QUALIFIED TO VOTE BY MAIL?
Voters who wish to vote by mail must elect at least one of the four eligibility requirements:

  1. 65 years of age or older on Election Day
  2. Disability or illness (defined as a sickness or a physical condition that prevents you from appearing at the polling place without a likelihood of needing personal assistance or injuring your health) 
  3. Expected to give birth within three weeks before or after Election Day
  4. Expect to be out of the county* during the hours that voting is conducted during early voting in person and on election day 
  5. Must provide an out of county address and the begin/end dates you will be receiving mail at this address. 
  6. This application is only good for one election and runoff.
  7. Confined in jail, but otherwise eligible to vote. 
  8. This application is only good for one election and runoff.


* Voters who are absent from the county because they are active duty military or because they reside overseas please see Military & Overseas Voting or fvap.gov

I AM QUALIFIED! WHAT NEXT?
Voters who are 65 or older and/or disabled have the option of applying for an Annual Ballot by Mail. If you select "Annual Application," you will receive ballots for all the elections in which you are eligible for the remainder of the calendar year, including any runoffs. All annual applications expire December 31st.

Please carefully review the Application, including the additional instructions on the back of the form, so that unnecessary delays are avoided. It does help us a lot if you will include your phone number and/or email in the space provided so that if there are any delays, we can alert you as soon as possible.

If you wish to vote in a primary election and/or a primary runoff for a specific political party’s candidates, you must select a party on the application so we can mail you the correct ballot. Your selection will not affect any election other than the primary or primary runoff of that calendar year. Primary elections take place in even-numbered years.

IS THERE A DEADLINE FOR SUBMITTING AN APPLICATION?
Submit an Application for Ballot by Mail to the Elections Department at any time during a calendar year (January 1st - December 31st) for any election held in that year.

Applications must be received prior to 11 days before an election to receive a ballot for that specific election. If the 11th day falls on an observed holiday, the deadline for applying is the first day before it that is not a holiday.

If you submit your application initially by email or fax, the original paper copy with your hand-written signature or mark must be received in our office mail within four business days of our receipt of the electronic copy.

WHAT IF I JUST MOVED TO GRAYSON AND AM STILL REGISTERED IN MY LAST COUNTY?
If you are requesting a mail ballot AFTER the voter registration deadline for the election for which you’re applying, then you will need to also print, fill out and mail a Limited Ballot application and send it in with your Application for Ballot by Mail. A Limited Ballot will allow you to vote on all of the races that your previous county shares in common with Grayson County.

If you are requesting a mail ballot prior to the registration deadline for the election for which you’re applying, you might want to make sure that you have re-registered in Grayson County either before or at the same time you’re turning in a mail ballot application. This will help avoid any delays in processing your request.

WILL YOU LET ME KNOW THAT YOU HAVE RECEIVED MY APPLICATION?
Due to the high volume of applications we process, we are not able to send a personal response upon receipt. If your application is incomplete or received after a deadline, we will send you a notice along with a new application. You can always call to verify whether we have received your application and/or your ballot.

Mailed BallotWHEN WILL I RECEIVE MY BALLOT?
Ballots are mailed within seven calendar days after the application is received, or the date the ballots become available for mailing, whichever is later. 

WHEN SHOULD I MAIL MY BALLOT BACK?
You can mail it back just as soon as you've completed it. (Don't forget to sign the back flap of the outer carrier envelope!)

Marked ballots must be received in our mail by 5PM the day after Election Day as long as it is postmarked on or before Election Day via the United States Postal Service or contract carrier (FedEx, DHL, UPS, etc.).  ***Please note that not all post offices put postmarks on the mail processed through their facilities. If you are mailing your ballot on or close to Election Day, you might want to consider requesting your local post office worker put a postmark on your ballot’s outer envelope or you can request overnight service postage to make sure the ballot’s outer envelope has the accurately timed postmark.***

Voters who are returning their ballots from outside of the United States must have their ballots postmarked at or before 7 pm on Election Day, and the ballot must be received in our office no later than five days after the election (if the 5th day falls on a Sunday or legal state or national holiday, the ballot must be received by the next business day).

CAN I RETURN MY MAIL BALLOT IN PERSON?
A marked ballot may be hand-delivered to our main office only on Election Day between the hours of 7 am and 7 pm. Due to law from the Texas Legislature, voters must bring a photo ID with them when returning the ballot in-person and the voter may only bring their own ballot (i.e. you cannot return your spouse’s ballot for them).

College Students Voting by Mail
College students can register to vote in either their home state/county or where they attend college, but they cannot vote in both locations at once. To receive a mail ballot by choosing “Expected absence from county”, the student must expect to be absent from the county (i.e. away at school) during Election Day and during the hours of early voting in person, or for the remainder of the early voting period after the student submits the application. The student will receive a ballot for the next upcoming election only and any resulting runoff. The student’s ballot must be mailed to an address outside the county; ballots cannot be mailed to a parent’s house in Grayson County for the student to pick up.

Important: students must include the complete and correct address (including any necessary dorm hall/building names AND suite/box/room number) at which they will be receiving their mail.

To request that a mail ballot be sent to the address where you are temporarily residing out of county (i.e. a school outside of Grayson County) during a voting period, you must fill out an application for Ballot by Mail and return the form by the above-referenced procedures.
